Anna Joubin-Bret is the Secretary of the United Nations Commission on International Trade Law (UNCITRAL) and the Director of the International Trade Law Division in the Office of Legal Affairs of the United Nations, which functions as the substantive secretariat for UNCITRAL. She is the ninth Secretary of the Commission. Prior to her appointment on 24 November 2017, Anna practiced law in Paris, specialising in International Investment Law and Investment Dispute Resolution. She focused on serving as counsel, arbitrator, mediator and conciliator in international investment disputes. She served as arbitrator in several ICSID, UNCITRAL and ICC disputes. George Lim is Chairman of the Singapore International Mediation Centre. He was President of the Law Society of Singapore from 1998 to 1999, and was appointed Senior Counsel in 2010.

George has mediated close to 1,000 disputes, and has extensive experience mediating cross-border disputes in Shanghai, Singapore, Thailand, Taiwan, the Maldives, South Korea, Australia, Fiji, and Dubai. In particular, he has successfully mediated investor-state disputes as well as claims by or against governments. In 2021, he successfully mediated a US$1B dispute between South Korean conglomerate Posco Energy and FuelCell Energy.

George was Singapore’s mediation consultant to UNCITRAL Working Group II, which led to the adoption of the Singapore Convention on Mediation in 2019. Bill Marsh is a leading international commercial and investor-state mediator who has been mediating full-time since 1991 – in a wide range of commercial and other disputes involving governments, national and international businesses, and parties from more than 50 countries, covering virtually every area of law and business.

In addition to his commercial mediation practice, Bill mediates highly complex conflicts involving environmental, religious, ethnic, political, and human rights issues. He is also an experienced investor-state mediator, and sits on the International Centre for Settlement of Investment Disputes (ICSID) Chairman’s panel.

Justice Sushil Nair was appointed as Justice of the Court of Appeal on 15 June 2026 and will be Singapore’s 5th Chief Justice with effect from 26 February 2027.

Justice Nair graduated with a Bachelor of Laws (Honours) from the National University of Singapore in 1989. He was admitted to the Singapore Bar in 1990 and joined Drew & Napier LLC.

He previously served as the Deputy Chief Executive Officer of Drew & Napier LLC where he also headed its Corporate Restructuring and Workout practice group. Justice Nair was appointed Judicial Commissioner of the Supreme Court in 2025 and subsequently a High Court Judge in March 2026.

With about 35 years of legal experience, Justice Nair dedicated a majority of his time to restructuring work. His practice primarily targeted the Asia Pacific region, in particular Indonesia and China, where he played a key role in some of the largest restructuring exercises in Asia including cross-borders exercises.

Justice Nair’s expertise and contributions have been publicly recognised. He has been named a Hall of Fame member by Asia Pacific Legal 500. In 2022, Justice Nair received the Friends of Ministry of Culture, Community & Youth (MCCY) Award for his role in the team that negotiated the takeover of the Singapore Sports Hub by Sport Singapore. In 2023, he was awarded Singapore’s Public Service Star (COVID-19) accolade for conceptualising the framework of and drafting Singapore's COVID-19 (Temporary Measures) Bill. Passed by Parliament in April 2020, the Bill was integral to the management of the impact of COVID-19 on Singaporeans. Ng Jern-Fei KC is an experienced counsel specialising in commercial disputes, with over 20 years' experience appearing in different jurisdictions, including England, Singapore, Hong Kong, Malaysia, Bermuda, British Virgin Islands and Cayman Islands. He has acted as counsel in over 400 cases and as arbitrator in over 50 cases.

Siraj Omar SC is a Senior Counsel of the Supreme Court of Singapore, having been appointed in 2019. He has almost 30 years of experience litigating complex, high-value commercial disputes in the trial and appellate courts of Singapore as well as in international arbitrations.

Mr Edwin Tong SC was appointed Minister for Law and Second Minister for Home Affairs in May 2025.
