Mr K Shanmugam SC is the Singapore Minister for Home Affairs and Minister for Law. Mr Shanmugam has been Law Minister since May 2008, and concurrently:

• Second Minister for Home Affairs, May 2008 – October 2010;
• Minister for Home Affairs, October 2010 – May 2011, and since September 2015; and
• Minister for Foreign Affairs, May 2011 – September 2015.

As Minister for Law, Mr Shanmugam has overseen changes to Singapore’s legal profession, to build a more vibrant legal sector. These include: reforming the arbitration regime in Singapore, encouraging international law practices to anchor regional work in Singapore, and facilitating collaboration between Singapore and international law practices. The Singapore International Commercial Court and the Singapore International Mediation Centre were also established during his tenure as Law Minister.

Prior to entering Cabinet, Mr Shanmugam was a Senior Partner and Head of Litigation & Dispute Resolution at Allen & Gledhill LLP, then the largest law firm in Singapore. He was in practice for over 20 years, and was appointed Senior Counsel in 1998.

Ms Anna Joubin-Bret is the Secretary of the United Nations Commission on International Trade Law (UNCITRAL) and the Director of the International Trade Law Division in the Office of Legal Affairs of the United Nations, which functions as the substantive secretariat for UNCITRAL. She is the ninth Secretary of the Commission.

Prior to her appointment on 24 November 2017, Ms Joubin-Bret practiced law in Paris, specializing in International Investment Law and Investment Dispute Resolution. She focused on serving as counsel, arbitrator, mediator and conciliator in international investment disputes. She served as arbitrator in several ICSID, UNCITRAL and ICC disputes. Prior to 2011 and for 15 years, Ms Joubin-Bret was the Senior Legal Adviser for the United Nations Conference on Trade and Development (UNCTAD).

Ms Joubin-Bret was formerly appointed judge at the Commercial Court in Grenoble (France) and was elected Regional Counsellor of the Rhône-Alpes Region in 1998.

Manjiao Chi is a Professor and Founding Director at the Center for International Economic Law and Policy (CIELP), School of Law, University of International Business and Economics (UIBE), China. He is also the Deputy Chair, Academic Forum on ISDS; Co-chair, ASIL Asian Pacific Interest Group; Executive Council Member, Chinese Society of International Law; and Deputy Chair, China International Investment Arbitration Forum, among
others. He teaches and publishes extensively in international economic law and policy, dispute settlement and sustainable development, and is a frequent speaker in international conferences, consultant for international organizations, lecturer for the Hague Academy of International Law, founding editor of the Asian Yearbook of International Economic Law, visiting professor of leading law schools, arbitrator for numerous international and domestic disputes, and included as a chairperson candidate for EU TSD Expert Panel Proceedings. He holds BA, LLM and PhD in law degrees.

Andrea is a proven performer, capable negotiator, and strategic thinker with a solid experience and academic background in law, business and conflict resolution. She has 24 years of experience in Corporate Law, covering industries such as Aviation and Banking, as a Corporate Lawyer in large organizations like Embraer and Banco Opportunity; or through her own practice, with a variety of large and small clients, including Jornal do Brasil. Andrea currently works in mediation, negotiation and Alternative Dispute Resolution as a founding partner at Find Resolution and Mediar 360 -Online Dispute Resolution. She is also Vice Chair of Mediation, Madrid International Arbitration Center; Vice Chair of Mediation, Brazilian Center of Mediation and Arbitration; Neutral,Global Panel of Confliction Prevention and Resolution, International Institute for Conflict Prevention and Resolution; International Finance Corporation – World Bank Certified Mediator; first woman to be nominated President, International Bar Association Mediation Committee (2017-2018); and Administrative Council Member of the Brazilian Association of LawTechs and LegalTechs.

Yoshihiro (Yoshi) is the Executive Director of Japan Arbitrators Association; Co-Convener of Japan Chapter, Chartered Institute of Arbitrators (CIArb); Chair of Web Hearing Committee, Japan International Dispute Resolution Centre; Arbitrator at the Singapore International Arbitration Centre, Japan Commercial Arbitration Association and KoreanCommercial Arbitration Board; and Japan Expert Mediator at Singapore International Mediation Centre. He was the only Japanese lawyer in Financial Times’ top 10 legal innovators for Asia-Pacific region 2019. He was ranked a Band 1 dispute resolution (DR) lawyer by Chambers, and named a Leading Lawyer by Legal 500. After heading the DR practices at the Paul Hastings and Orrick Tokyo Offices, Yoshi established the International Arbitration Chambers at KILO in May 2020. He conducts training for Japanese judges on international alternative DR, including standard-essential patents DR, requested by the Japanese Government and various Bar Associations. Yoshi is admitted to the New York and Japan Bar, and is a CIArb Fellow.

A Canadian national based in New York City, Stephanie Cohen is an internationally recognized arbitrator with over twenty years of experience. Named a Thought Leader and “master of process” by Who’s Who Legal 2022, Chambers 2022 declares her “vigorous in her intellectual analysis of a problem” and says she “commands the position of chair very well” (USA, Band 2; Global, Band 3). Stephanie serves on rosters for the American Arbitration Association-International Centre for Dispute Resolution and International Institute for Conflict Prevention and Resolution, is a Fellow of the Chartered Institute of Arbitrators and Chair of its New York Branch, and is admitted to practice law in New York and Ontario, Canada. Jaemin Lee is a Professor of Law at School of Law, Seoul National University in Seoul, Korea. Upon graduation from College of Law, Seoul National University in 1992, he joined the Korean Ministry of Foreign Affairs as a foreign service officer. Between 2000 and 2004, he practiced law with Willkie Farr & Gallagher LLP in the firm’s international trade group. From 2004 to 2013 he taught international law and international economic law at School of Law, Hanyang University in Seoul, Korea. Since 2012, he has been participating in UNCITRAL Working Groups II and III as a delegate of the Republic of Korea.
