Mark McLaughlin is the Assistant Professor of Law at the Yong Pung How School of Law, Singapore Management University and Singapore International Dispute Resolution Academy (SIDRA).

Mark has been a trainer for government officials around the world in managing their investment treaty commitments and navigating investor-state disputes. In 2022, he became of a member of the ISDS Academic Forum. His research areas are international economic law and dispute resolution, particularly arbitration and mediation. He has published in leading international journals on novel areas of law, such as investor-state mediation, state-owned enterprises, and emerging technologies.

Justice PANG Khang Chau

Judge of the Supreme Court of Singapore


Justice Pang Khang Chau is a Judge of the Supreme Court of Singapore. Before joining the Supreme Court, he practised public international law in the International Affairs Division of the Attorney-General’s Chambers of Singapore and was its Director-General from 2012 to 2016. He had been involved in the Land Reclamation dispute before the International Tribunal on the Law of the Sea, as well as in the Pedra Branca dispute before the International Court of Justice. He was also the Deputy Agent for Singapore in the Railway Land arbitration before the Permanent Court of Arbitration and the leader of Singapore’s delegation in the negotiations with Indonesia over the maritime boundary in the eastern part of the Singapore Strait. He had also previously served as the Deputy Director of the Legal Policy Division in the Ministry of Law and as a State Counsel in the Civil Division of the Attorney-General's Chambers. He was also the founding president of the Singapore Branch of the International Law Association's Singapore branch.

Lucas BASTIN KC


Lucas Bastin KC is recognised as one of the leading silks in international arbitration and public international law. He advises and represents governments, multinational corporations and international organisations in complex cross-border disputes, with experience before the UK Supreme Court, the International Court of Justice and arbitral tribunals worldwide. He also sits as an arbitrator and serves on the SIAC Court of Arbitration, the ICSID Panel of Arbitrators and Conciliators, and the SIAC Panel of Arbitrators.

Lucy REED

President, SIAC Court


Lucy Reed is an independent arbitrator based in New York, specializing in investor-State and complex international commercial disputes. Lucy currently is President of the SIAC Court and a Board member of the Register of Damages Caused by the Aggression of the Russian Federation Against Ukraine.  Before retiring in 2016, Lucy led the Freshfields global international arbitration group, after which she became a Professor and Director of the Centre for International Law at NUS. Lucy formerly served as the U.S. Agent to the Iran-United States Claims Tribunal (while with the State Department) and President of the American Society of International Law.
